HTML TO ASP.NET vs PHP

I have a HTML template when i convert HTML to asp.net my page on post back first fluctuates when page loaded properly then comes to its proper sate. while same thing is done in PHP. that not get distroted or do not fluctuate while refresh the page or post to server in Firefox and Chrome .. is there any tips or thumb of rules to solve this problem ?

you should post some html to let us know which type of html making this happen
as it is not the case with all html
