Do we need a licence to create and distribute mobile applications in South Africa?

I have recently started studying web designing and as time went on I started becoming more interested in Mobile application Development. I did a little poking around and came upon a site where the gentleman was talking about a license required to develop and distribute applications in the USA. I was wondering, since I live in South Africa if it is the same here! Do you require a license to develop and distribute mobile applications? If anyone can answer me on this question, I would be very appreciative.

Can't imagine that we do. I also find it hard to believe that it would be required in the USA. Could you perhaps provide a link to the site in question?
