I created a new project in Visual Studio 2019 without adding any code. When I compiled it,  I had error: Unable to find package Microsoft.AspNetCore.App.Ref


What I have tried:

I tried to reinstall the package but I didn't know how. I'm a new user of VS.

That's a NuGet package error, it could mean you didn't check the ASP.NET Core SDK option while installing Visual Studio.
Start the installer again and check the option, or you can try to download it from NuGet yourself: NuGet Gallery | Microsoft.AspNetCore.App 2.2.8[^]
