No...there is no way of doing this task.
You would need to have access to the database of various phone service providers and I don't think they would provide that.

To add to what Abhinav says, you can't do it - you need access to information that is not available to you by law under most countries legal systems - indeed in many it requires a magistrate to approve the request. If you even try to do it without the consent of the other party you could end up in prison...

(And to answer your comment: "no, Google API won't help - they have to obey the law in the same way that you do.")
