Your question isn't that clear but I think this link might help you

It's an old article but that's because it's written in VB6.
If you're after pseudo-code this implies that you have the opportunity to use a more up-to-date and (very importantly) a supported language
This is a much better route to take Neural Networks on C#[^]

It's hard to believe, but you found one even in VB6, a 5. Not that I trust it... Cannot recommend dealing with VB6 to anyone... :-)
