I use Adobe Dreamweaver CS3 software to develop any website, because I'm under-learning PHP and Java so I can't handle these well now, my websites are full of table I hardly use div and my tables get affected very badly and becomes irritating to set again so, is there any other good option for developing a site very easily...

That is going to depend on you. Random strangers on the internet do not know you, what your capabilities are, what you find "irritating" or anything else about you. What is easy for me may not be the same as what you would find to be easy. You just need to search around yourself and try things out until you find something that you are able to use and understand to do whatever it is that you are trying to do.

You want to know what are the best practices in table-less layout? Start here:[^]
Just to assure you, making tableless layout is not a wysiwyg thing. You will hardly find any tool, that will do the work for you, but you can use IE Developer Toolbar or Web Developer (for Mozzila and Chrome) to fine-tune css in-vivo.
