That would a RichTextBox displayed on a web page.

There is no such thing.

Even though RTF format is open, it is not a part of W3 standards; Web browsers don't support it. I would also add that the format is quite weak, not very well-rounded, very awkward to process and pretty much obsolete. If you saw the document entitled as RTF in your browser, chances are, it is the document converted to HTML. To check it up, it's enough to look at the source code through your browser (something like View Page Source).

There are no controls available as part of the toolkit.
However, there are a few customized third party tools that could act as Rich Text Boxes.
Here are some example -
