Dialer in Asp.net 3.5

Hello Coders ,
I have a requirement of making a dialer in my asp.net application .
Functionality i want : can work with every mobile phone , make a call from computer via mobile ( mobile connected to computer via data cable) , recording of call .
Is there any way to design this type of dialer .

I know only to record a voice from microphone in .net
