How to craete a website builder website

I want to create a website builder website that would allow user to craete their website with the available templates like wix and websI have to develop it into asp.net c#.What approach should i take ? Suppose i have 10 templates and 5 pages in each template then will my visual studio solution contain 10* 5 pages? How would I add more templates from admin section.3
