Solution 1

Load the ajax control tool kit again and try, also check if the prefixes are correct for the elements your are using for the ajax tool kit.
probably, you are missing the appropriate toolkitscriptmanager on the page.

Check whether ScriptManager is missing in your page. Since the error says so
