how to put a circle on an object in video

hi all
i have a video , but not colored. it looks like gray image video.. there is a small moving object so as i want to track it..

one idea in my mind which not works; is to put a circle on that moving object and then my program automatically move that circle as the object moves but i do not know how to do ??

any idea please??

It highly depends on application type and UI library/framework you are using. You always need to tag such things.

thank you so much. but could you please tell me about it more. i am using EmguCv. actually the problem is , the moving object is small(not too small) so the video survilence lib does not able to detect it.
now i want that to put a point or circle on the moving object and to track it and find information about it..
could you please guide me more about it.
