class file delete

i found it is not again created,
why is it so, even had written code javac One.java many times

i made a file named "One.java"
i made just like a first simple program that outputs "hello world"
it displayed output
than i delete its class file from bin, and again run command javac One.java

it did not make class file again, i am asking what is the reason it is not creating class file again, any precautions
