Quizz application questions read from notepad and store it to data base?

Hi friends,

I need to implement the quize type of application and the concept is that i need to store set of questions in notepad and while executing the script the data would insert into database?.

Can you please help me out of this?
which platform can i go for it?. Is it possible to implement this application using html5 javascript or native as java or .net? if html means how can i go for data base kind of stuffs? please do needful.

There are lots of articles and tutorials that show you how to create an application that makes use of a database. And the subject is far too broad to be covered in a Quick Answers forum.
