How Do I Set Microsoft Report Viewer List Location

Hi how do I change an list location in my report

What i want to do is i have 2 lists, list1 top of page and list2 bottom of page if list1 has no data in it it doesn't show the list which is correct but what i need to do is if list1 isn't vissible i would like list2 to go to the top of the page where list1 was located automatic
