Integrate Resharper Command Line tool with TFS build

i am struggling to integrate Resharper command line tools with our TFS build. i have downloaded the zip file from https://www.jetbrains.com/resharper/features/command-line.html,
i have got the zip file, unblocked it and extracted to a folder.
i am intermittently getting the below error whne trying to run inspectcode mysolution.sln
The remote server returned an error: (407) Proxy Authentication Required.
