Now I can use external software and act on it...
It's just an MS utility that let's you "spy" on various interconnections of software. Everything from processes to threads to windows to messages. The most useful (in my opinion) being the ability to spy on messages being sent to/from windows. Since messages are a heavily relied on method of IPC in Microsoft, being able to intercept and interpret messages is very useful.
