How can I using Drag and drop in C#

Hi all
I want to make a small project.
It has content:
Drag an image ( or any object)and drop into my another place
+ this object can resize( w+ h)and can move anywhere
+ this object can drag and drop some files ( .jpg, video..)

But i don't know how to do it. Can you help me!
