SSIS is not supported in the free versions of SQL Server.

If you sign up for a free "Visual Studio Dev Essentials" account, you can download the Developer edition of SQL Server 2016, which includes SSIS. However, you can only use this for development, and not for live applications.

SQL 2008 R2 Developer Edition was never freely available. You could only obtain it with an MSDN subscription.
