please see the link below, i use a flash animation video, its size is 950x335

and when i use it in a computer with resolution of 800x600, its show OK on full screen
but when i use it on 1024x768 it shows as in the link I share, please see it

I don't think so, but i have an idea for you.
why not to but the flash object in a div (following the color theme), and stretch the div to 100%. Or you can also put the page in a fixed layout.

just like this site http://www.codeproject.com/[^]

the logo is to be your flash, to the left is a free space (you can put any thing).
and making the layout fixed helps you to control your page appearence.
