WinCE task Manager Independent to visual studio

Hi Everyone,
I have requirement and i m searching for it for number of days but did not got any solution.
The requirement is that i need to develop a C# application which would be able to connect to any WINCE Device and later would be able to list down all processes from device and the user would be able to kill the task.

The solution should be independent of Visual Studio 2005 or 2008, actually it should run in any system whether Visual studio is installed or not.

If any other preexist software is available it can to do my task.

It is required urgently. if any one can help me to find a solution i will be very thankful.

Update :
Is it possible to make an .exe for WinCE task manager in VS 2008 or 2005 and can use this .exe file independently whether VS is installed in target machine or not.
