how to create hyperlinks in a webpart

Hi I try to create a web part in asp.net using WSPBuilder, so I added a webpart feature and got the class, in the methode "CreateChildControls" I connected to the database to build hyperlinks my questions are:

* How to create these links? I must use "href" or hyperlink? because II want to spend two parameters on these links

* When the user clicks on a link I have to retrieve the value of these two parameters and execute a function , how to get the parameters? and how to call and execute this function?
