For me it's not clear.
Are you want to create an installation for a project that using DB, that can be installed on machines without SQL?

It's not clear what it is that you are asking. The user must have SQL Server installed on his computer if you are using a SQL Server database. You should not be trying to install SQL Server in their computer though.
