How to get rid of Access Denined error while trying to access Secure Store Service in SharePoint 2013

I have given Permissions to administrator as Full Control on Secure Store Service and and even I have started Secure store service in my farm but still i am getting the error Access Denied..

Please help me how to resolve this error
